Among the problems being generated by the current housing cycle in Spain, which is characterised by very weak supply, strong and growing demand, and lax legislation regarding legal certainty in the defence of rights and recognition of private property, is the trend in the creation of new households, published by the INE, and the stock of new-build housing, from the Ministry of Housing and Urban Agenda, which increasingly show a growing deficit, exacerbating the classic housing situation of home ownership or renting.

New ways of living and travelling: emerging trends in 2025

In 2025, the way people live and travel is undergoing a profound transformation, driven by the digitisation of work, global mobility and growing environmental awareness. In this context, Spain is positioning itself as a key location where new ways of living, working and travelling converge. The rise of remote working has consolidated the phenomenon of digital nomads, professionals who combine remote working with geographical mobility. Spain has become one of the most attractive destinations in Europe for this group thanks to its digital infrastructure, climate, cost of living and cultural offerings. Cities such as Barcelona, Madrid, Valencia, Malaga and Las Palmas de Gran Canaria are leading this trend, welcoming thousands of workers who choose to reside there temporarily. The approval of the visa for international teleworkers in 2023, within the framework of the Startups Law, has been key to facilitating the arrival of this global talent.

Update of Order eco/805/2003: How to approach assessments with a focus on sustainability and the new administrative authorisation model for the start of construction work

The regulatory framework for valuations has recently been modified with the publication of Order ECM/599/2025, which updates Order ECO/805/2003. The new regulation has brought about several notable changes in the way valuations are carried out, although the main focus is on two relevant aspects: sustainability and the property development process. With a view to going beyond purely technical changes, the aim is to influence market behaviour, financing and property development itself.
