The result is adapted according to the initial requirements. It is a personalized report that can contain from the diagnosis and alternative solutions, status of all assets, market study, proposal of refinancing possibilities to accompaniment in the negotiation with the financial institution.

Frequently Asked Questions

El Libro Rojo de la RICS no establece “propósitos o finalidades de valoración concretas. Sólo exige que estén claramente definidas en el documento de Términos de Contratación, el cual, deberá firmarse por el Miembro de la RICS y el cliente, además de la firma del informe.

Las más usuales son:

  • Uso Interno del cliente que la solicita.
  • Garantía hipotecaria para entidades extranjeras.
  • Consolidación o actualización de Balances.

Los estándares de la RICS, acogiéndose a las IVSC, si establece Bases de Valor, siendo las más representativas las siguientes:

  • Valor de Mercado / Renta de Mercado / Valor de Inversión / Valor Equitativo / Valor de Liquidación / Valor Razonable.

Respecto a los enfoques y métodos, son similares en ambas normativas, con la diferencia que la RICS recomienda, pero no obliga, a utilizar uno concreto. Es el valorador RICS quien tiene la potestad de elegir el más apropiado para obtener el Valor de Mercado, según su experiencia, conocimiento de éste y condiciones o particularidades en la fecha de valoración.

No es sostenible en el tiempo. El Valor de mercado es válido sólo a fecha de valoración, que por otra parte deberá estar perfectamente identificada en el contrato (TdC) y en el informe.

Las Valoraciones RICS las pueden realizar única y exclusivamente un Miembro RICS (MRICS) y que esté dado de alta como Valorador Registrado (Registered Valuer). Existen varias vías para la obtención del título, debiendo superar varios exámenes y prueba final ante tribunal. Añadir, que en los informes de valoración RICS la responsabilidad última es la del MRICS, RV que firma el mismo. Para un mayor soporte la Institución también regula empresas RICS. En este sentido, Gloval Valuation es una empresa regulada por la RICS con número de registro 043086, con validez desde el 04/08/2015.

Tanto los Miembros valoradores como las sociedades reguladas por la RICS están sometidos a inspecciones y controles periódicos por parte de la Institución.

Las Tasaciones las pueden realizar Técnicos con la titulación de Arquitectos, Arquitectos Técnicos o Ingenieros y debe pertenecer a una sociedad homologada por el Banco de España (Tasadora).

Por el contrario, las valoraciones RICS utilizadas en los mercados internacionales se rigen bajo las “International Valuation Standards Council. IVSC” (Normas Internacionales de Valoración).

Dentro de esta organización está la Royal Institution of Chartered Surveyors. RICS, que recoge su marco regulatorio en el denominado LIBRO ROJO (Red Book), donde más que normas se redactan recomendaciones sobre las buenas praxis, sobre principios éticos, conflictos de interés, protección al cliente en el ámbito de la confidencialidad y bajo un asesoramiento independiente, transparente, imparcial y homogéneo a nivel mundial.

Existe una relación directa y continua entre el Valorador MRICS y el cliente, dado que el primero redacta el Contrato (Términos de Contratación) cumpliendo el Libro Rojo y lo pone en conocimiento del cliente para su firma.
