What is OCT and Quality Assurance/Control?

TECHNICAL SUPERVISION FOR THE APPLICATION OF THE CONDITIONS REQUIRED BY THE REGULATIONS IN TECHNICAL PROJECTS.

Technical supervision to ensure compliance with the standards required by the Building Law in building projects, as well as the technical regulations in civil works and housing development.

The Technical Control Bodies (OCT, Organismo de Control Técnico) supervise compliance with the standards required by Spanish Law 38/1999 of 5 November on Building Planning, known as LOE (Ley de Ordenación de la Edificación), in terms of the functionality, safety and living standards of each property development.

The Quality Control Entities (ECC, Entidades de Control de Calidad) are the companies in charge of enforcing Spanish Royal Decree 410/2010 of 31 March that develops the standards required in the activities performed by building quality control/assurance entities and test labs.

Developers who require a technical supervision and control of their property development. Contractors to control the quality of their building work. Public Bodies and Private Entities who wish to count on an external and independent control of the quality of the projects and of the execution of the building work.

The Spanish Building Law establishes that developers must take out insurance against material damages as a guarantee for buyers, for three years covering living standards or up to ten years covering structural safety. The Technical Control Body or OCT controls the quality of the entire building process, from start to end. The purpose of Quality Control Entities or ECC is to guarantee that the activities conducted to Control the Building Process meet the Building Law quality standards. These reports are required by the insurance company to take out the ten-year insurance.

How do we do OCT and Quality Assurance/Control?

WE PROVIDE EXTENSIVE SUPERVISION DURING THE PRELIMINARY PHASE AND DURING THE CONSTRUCTION PROCESS.

GLOVAL, as Technical Control Body checks compliance with the functionality, safety and living standards required by the Spanish Building Law and the technical regulations for each building work, checking the quality of the project, its execution, the materials used and tests results.

We prepare the reports for each building process.

We develop a supervision concept called VTC (Full Quality Assurance).

Our work involves, among other tasks:

  • Revising and analysing the documents that describe the land specifications.
  • Interpreting geotechnical surveys and checking that the recommendations match the solutions of the project.
  • Technical inspection of the plans and other technical documents of the execution project with reference to the essential building work, foundations and structure.
  • Analysing the risks derived from the essential building work.
  • Analysing the walls and roofs for stability of the essential building work.
  • Technical inspection of the water-tightness of the floor, façade and roof.
  • Inspecting the laying of foundations and structure.
  • Inspecting and interpreting the tests on materials.
  • Inspecting the building of the walls and roofs.
  • Inspecting the sealing for water-tightness (basement, façade and roof).
  • Inspecting and interpreting the tests on water-tightness.
  • Present for the delivery of building units subject to Technical Control.

For the tasks involved in Quality Assurance/Control, we establish the guidelines required for an external and independent Quality Assurance/Control:

  • Project control, we check and examine the suitability of the solutions adopted.
  • Quality assurance on materials, equipment and systems according to current regulations. We check their suitability according to the Technical Specifications of the Building Project and the specifications of the Site Manager.
  • Inspection during the building work checking that the work matches the Building Project specifications and any changes the Site Manager may have made according to the Technical Building Code (CTE).
  • Inspection of the installations at the delivery and of the assembly and use of equipment.
